SPIKE: Determine how to handle checkbox and row action column widths with full width

Goal of this issue is to find a solution to maintaining the proper column widths for the checkbox and row action columns when the table is full width, columns have defined widths, but the sum of the widths is less than the page width, leading to columns being stretched. Refer to #1922 for a screenshot and other details.

Given that:

• the issue has been opened for quite a while now,
• there doesn't seem to be any urgency in fixing this issue,
• it will require a relatively large effort I am going to deprioritize it.
