Framework: PR dashboard name updates

Motivation

Restructure the names such that any passed name will be prefixed and suffixed appropriately to allow for passing shorter/clearer names for the PR builds while still conforming to https://github.com/trilinos/Trilinos/wiki/Pull-Request-Testing-Interface#cdash-build-name-format . This will allow for future changes to the build names via our testing configurations.
