PWM capture improvements

After #731 , there is still a long way to go

• More complicated ModuleLoader logic is required because currently using PWM capture requires manual loading of kernel module;
• Support for web-interface panel/configurator;
• Guarding logic for reading module-config.xml as enabling PWM capture makes S1, S2, S3 port unusable as outputs.
