Rendering of Start page and input boxes throughout platform seem not to be 'locked'

The system seems to have unlocked windows containing buttons and input boxes. This gives the site an unfinished look and spoils in rendering in Chrome and other browsers.

Please see example screenshots below... as can be seen, the buttons seem too big for placeholders, so appear with scroll bars, and other boxes have a strange "shadows" effect. I am using Chrome on a Mac with retina screen.

Interesting, I am unable to replicate this on my Chrome (v59 -dev branch); will check this on my retina imac when it is back though (currently out for repair), maybe that is what causes the difference in rendering.
