Prom operator detects new PodMonitor ServiceMonitor, which are created alone with new Pods and Services to describe how to scrape their Promethues data (like ports, http endpoints for data)

We might want to include this Prom operator in Starship, so it can match the most desirable user experience expected by Prom users.
