What is the correct way to use the TOP cursor

Take timeline for example, when getting a page of timeline, we can get top and bottom cursor; When I use the bottom cursor, I can get data older than the current page, which is understandable, but when I use the top cursor, it always returns the most recent timeline. And I may be just wanting to load a page of data that is newer (not more recent) than the current page. This is similar to sinceId in 1.1api (id > max id of current page)
