In Imagemagick / Rmagick version ImageMagick-6.8.7-10.7 i was able to execute this command succeffully

image=ImageList.new("https://openstuff.s3.amazonaws.com/polar%20bear%20statue.jpg?Signature=f3CNAg%2Bs2xtWnImvkbhcdozQS9s%3D&Expires=1408390520&AWSAccessKeyId=AKIAJQKD7UFJ4RR2RVGQ")

with version 6.8.9-5 this no longer works.

Is there some change i need to be aware of.
