This is about providing a PEP for when the server stands up... perhaps something like `pep_on_server_startup()`.

Seems very reasonable. We should detect existing configuration, and incorporate it if present.

Yes, this is due to ichmod honoring the data_owner_name. It should not. This will be fixed alongside https://github.com/irods/irods/issues/6579.

We'll look into having an optional JSON-based argument to the new `setup_irods.py`.
