[Bug]: Top Navigation Bar Should Be Sticky on Scroll

What happened?

The top navigation bar in lakeFS should remain fixed (sticky) at the top of every page when the user scrolls down, but currently it is out of view when the user scrolls down.

Note that in lakeFS Enterprise, all pages may display a banner with an alert message indicating whether the license has expired or is about to expire (This will be displayed only if needed). This banner is sticky and remains visible at the top of the page.

In lakeFS OSS, making the navbar sticky to the top causes it to overlap the license banner (which is also sticky in the Enterprise version). Therefore, when addressing this issue, it's important to ensure that both the banner and the navbar remain sticky and visible together at the top of the page—without one covering the other.
