[Bug]: lakefs commands are not usable while lakeFS server is up when using database type: local

What happened?

What actually happened, including error codes if applies.

Since BadgerDB requires locking on the database files, only a single process can use it at any given time. This means that while lakeFS server is up, other lakefs commands that require initialization of KV driver will fail. This might be resolvable if we close the fd each time we finish reading/writing in lakeFS and add retries.
