Allow blocking inter-region storage of repositories in Azure and GCS

As described in issue #7846 - The option to block the creation of repositories with namespace that resides in a different storage region than the region of the server block storage, already implemented for S3.

It should also be implemented also for the Azure and GCS storage adaptors.
