Feature Definition

Turn the current Iceberg catalog implementation from a custom jar to a server component, implementing the now standardized Iceberg REST catalog API spec.

This catalog should support wrapping an existing REST catalog and delegate non-lakeFS-related functionality to it when possible (requires research and better requirements)
