Create esti tests for lakefs commands

Similarly to lakectl we need to test lakefs commands as part of our system tests. Currently we only check the run command implicitly as part of lakefs esti tests where we have many others that are not being tested regularly. This issue is to test the functionality of the lakefs commands themselves (as cli commands) in addition to the logic they test. List of commands we should test (with all their flags/flavors) by order of importance:

• run
• setup
• migrate
• lua
• kv
• completion
