[Bug]: namespace is no longer available even if the repository wasn't created.

What happened?

Current Behavior: What actually happened, including error codes if applies.

Steps to Reproduce:

1. Create a repository
2. Try to create another repository with the same name on a new namespace.
3. Repository will not be created (not a unique name)
4. Change the new repository name and try to create the repository.
5. Creation will fail since the namespace is already taken (even though we didn't actually create a repository).

Expected Behavior

Expected Behavior:

If a repository can't be created anyway, we shouldn't create the files in the bucket.
