Improve the UI error message if user does not have permissions to list repositories

What happened?

Current Behavior: if user does not have permissions to list repositories then they get hard to decipher error message (see screenshot below)

Steps to Reproduce:

1. Create a user in lakeFS but don't give any permissions to that user.
2. Login as a new user. Use get following error message on home page.

Expected Behavior

Expected Behavior: How you expected thing to work. Would be good to improve the UI error message to something like "You do not have permissions to list repositories" or something like that.

@kesarwam is this still happening? I checked on master with ACL and With RBAC, wasn't able to reproduce

@guy-har I tested this with lakeFS Cloud on AWS while somebody reported this issue in Azure. I hope it is same code base.
