Validate action file utils

Users should be able to validate action file before it is triggered in a commit/merge.

@itaiad200 we have something limited that can be executed using 'lakefs lua run'. It is limited to specific packages as some require a running lakefs server and it doesn't emulate action event (but this can be done by setting global variables with the required values).
