[Bug]Open Link in Background Tab causes tab list to scroll to the bottom

When right-clicking a link and selecting "Open Link in Background Tab", the tab will be created at the top of the list (as expected). The bug exists if the current tab is a pinned tab--the focus of the list of tabs will always scroll all the way to the bottom for no apparent reason when the background tab is created, such that if you want to access the background tab when you have a long list, you will need to scroll all the way back top where it was created to access it.

If the current tab is not a pinned tab, there is no bug (i.e. the focus of the list of tabs will not scroll all the way to the bottom for no apparent reason).
