Julia: Update version 1 to point to version 1.6.

Julia version 1.6 was released on March 24 2021. This updates the version identifier "1" which points to the latest stable release to point to Julia version 1.6-latest instead of 1.5-latest.

I'd guess that the CI failure will need to be fixed (no idea what it's about) and it will need a Travis employee to deploy to production. Pinging the two most recent employee contributors to this repo so they can assist/answer questions: @mustafa-travisci and @DamianSzymanski
