The spec needs a fix.

Tested:

  • Branch build: https://staging.travis-ci.org/BanzaiMan/travis_staging_test/builds/732162#L473 (empty)
  • PR build: https://staging.travis-ci.org/BanzaiMan/travis_staging_test/builds/732164#L482 (set correctly)

Note: PR title is configured when the build is originally initiated. In practical terms, it means that if the title is updated, this environment variable does not reflect the change unless a new commit is pushed to the PR branch, or the PR is closed and re-opened.
