Allow command parity with pagerduty.coffee (service agnostic commands)

Thoughts?

I'm thinking it might make more sense not to tie the commands to a specific service, again, so that the service can be swapped out without disrupting the expectations of users. I personally think the pager [me] namespace that github uses is pretty versatile, but anything agnostic works. (Not a fan of hubot-pagerduty's lack of namespace.)
