Windows non-CUDA supported CPU build

Hi @FindDefinition, Is there any plan to provide Windows support for the CPU build? I would like to use this library in a development setting on CPU-only builds for linux and windows. What steps are missing for implemented a CPU-only windows build? I am also happy to contribute, let me know what you think :) Regards, Marius
