Confused about voxel generation?

Hi, I have some questions about voxel generation of KITTI. For example, if the the shape of input point clouds is (63082,5) and the voxel size is (0.05 , 0.05, 0.1). And then grid size is (1408, 1600, 40), it means there are 1408160040 voxels. However, you choose 40000 voxels, can you tell more details about your choice rules or method?
