How to use with Google Assistant?

I can't figure out how to have Google Assistant send a webhook based on a trigger phrase. There used to be a way to do it with IFTTT but now it only has the ability to trigger an existing assistant routine, and I couldn't find a way to build a routine (on Google's side) to call a webhook. Appreciate any help on this.
