this is the link to the file it tries to download: http://geolite.maxmind.com/download/geoip/database/GeoLiteCountry/GeoIP.dat.gz

Possible solution:

1. Get the last version of that file imported into github and make it so that when Transmission Remote Gui tries to download the database, it downloads directly from github instead of the website.
2. Use another Legacy GeoIP database.
