Add tsconfig to packages in private/

Two things kept annoying me. My TS language server constantly being confused because there is no tsconfig.json in private/dev/ and the fact that our main dev file is not formatted so everytime you change anything you get a huge diff. Fixing that now.

Questions

  1. Shall I simplify the tsconfig.json to only have {} inside and leave it at that? That also fixes it for me but probably not accurate.
  2. Shall I do the same for all packages inside private/? Same problems there.

IIRC we decided to table the TS integration for private/ because the priority was to get packages/ TS ready ASAP. It's certainly fine to work on them now.

This is just about getting a tsconfig.json in to fix my LSP. Conversion to TS can be done separately. Should I put this tsconfig in all private sub packages?
