Automate plural rules generation

The plural rules table should be automatically generated from https://github.com/translate/translate/blob/af446a79/translate/lang/data.py#L24-L189 so we have a single place to keep and maintain them.

The only problem are the footnotes https://github.com/translate/l10n-guide/blame/master/docs/l10n/pluralforms.rst#L213-L217
