Setup RUM tracking for BETA only

It would be nice to be able to track down errors that happen on various device types. Right now we don't have RUM because it would involve adding GDPR tracking notices, and we don't want to do that. But we could add them to Beta instances since it's all internally used.

  1. Add Datadog RUM monitoring, but only enable it for -beta
  2. Ensure it won't track in production
