transformerlab-app Make Error more Clear when Curl not installed

Right now, in windows, the app requires curl to download the installer. But we only check if curl is installed once the installer is run in the API install script. Show an error earlier (in the App)

This is a windows problem only. We do check if curl is installed on the client machine (but this is not right for Windows since the CURL call originates from within WSL on windows) https://github.com/transformerlab/transformerlab-app/blob/266fcc31440a2041bda76addb5936a506ddf158b/src/main/util.ts#L245
