Re-enable seed-gen component integration tests

The seed-gen component has several integration tests based on afc-curl, which is not publicly available. I have requested that DARPA make this AFC challenge problem publicly available or give us permission to mirror it publicly, but until allowed the tests will have to be skipped.

The tests in question are in: seed-gen/test/test_find_harness.py

This issue is related to work done on #288
