USBBlaster slow?

Is it possible to speed up the SRAM transfer on RPi Zero? I tried to use --freq 24000000 but it doesn't make any difference using a Cyclone V. It takes about 20 seconds to transfer the file. Using the regular Quartus programmer on Windows it takes just a couple of seconds.
