The new flag is `TVM_FFI_USE_LIBBACKTRACE` which can be turned off, we will need to run the cython build part only on the aarch64

i see, we can try to move forward and be compatible with later LLVM ver if that is something we can do

Given these are legacy. I think we can remove those tests to move forward
would be great to check the remaining errors and get this in
superseded by #17920
