new console does not boot to saroo menu like my other?

I got another console, same as my other one. It does not boot in to the menu, tried pressing start in dc menu and it didn't do anything at all. Is there a bios version I can not use? Anything required on the console to make it see the card. The LEDS are on.

steady red and blue light, tried to hold the cartridge forward and also backward with light pressure but same result.
