Dracula X Ultimate hack 4MB RAM not working?

can anyone please confirm if this is not just me? for the record, only this game (hack) won't work with 1/4MB RAM Dracula X: Nocturne in the Moonlight - Ultimate hacks added 4MB RAM expansion functionality and when i compare it to the youtube, the performance isn't improving on my SAROO.

for reference, i'm using redump dump and it has [T-9527G V1.400] which is different from this hack's [T-9527G V1.401] <- using this code on the config. tested the setting on game-specific and global but there was no difference. it has "Caching Data..." screen before going anywhere, which supposed to be a sign of RAM

also i feel like i can't deactivate 4MB RAM since even if i remove the option on global, vampire saviour still runs
