[bug]: Cannot 'Log In Incognito' with only using the keyboard

Describe the bug

I use hotkeys a lot to navigate. So when I want to log in as a different user in Incognito, I do the following:

1. I've configured Chrome to open the popup using ⌘+Shift+I
2. Press U to go to Users tab
3. Search User and press Enter
4. Use TAB to navigate in the pop up to the arrow next to LoginAs

Sadly, nothing happens when the arrow is selected and I press ENTER or SPACE. Eventually I have to use the mouse to open the option to see 'Incognito'
