[bug]: scroll feature in flow broken from summer release

Describe the bug

our org just received the summer '25 release and i now notice the flow feature to allow flows to scroll up and down w the trackpad or scroll on a mouse is no longer working. scroll option is toggled on.

To Reproduce

in an org with summer 25 release, open any flow and attempt to scroll.

update: it seems to work sometimes, rarely. once in a while it wakes up and scrolls, but its mostly not working

I can confirm the same issue in a client sandbox that moved to Summer over the weekend.

We could use the slds toggle component:

I found out that when the cursor is over a flow element, the scrollable works :

also just noticed when flow is in free form (blech!) it scrolls fine, on or off the components

Any updates on this? I know the flow team has said they plan to add native scrolling at some point in the future, but it's probably not coming any time soon.

Hi @crouseamplify Nope, we tried to fix it with summer 25 without success. I'll give it a new try with winter 26
