[popup] Prevent API version change beyond the latest version available

Describe the bug On the display the API version selector currently allows users to choose versions beyond the latest stable version. This leads to potential inconsistencies and errors, as these versions are not officially supported or released.

To Reproduce Steps to reproduce the behavior:

  1. Decrement button should be disabled when select API version is greater than latest release version.

Expected behavior

  1. Decrement button should be disabled when select API version is greater than latest release version.
