switch to a better ctags for ruby?

I'm not sure how ripper compares to exuberant-ctags but I do like the idea of a pure Ruby solution. I am a bit hesitant to force the automatic installation of a gem, and worry that it might get tricky to deal with binstubs midway through an installation hook. Please do investigate.

Agreed. rbenv-ctags should drag in more dependencies. I would suggest use ripper-tags if it is on the $PATH, otherwise fall backs to exuberant-ctags
