Add .loclBGR to existing Cyrillic set

As discussed in private chat, now it is a good time to add .loclBGR to existing Cyrillic set.

So, it seems the Bulgarian Cyrillic alternates are all designed and wired up, but @kateliev needs to double-check the kerning.
