Add support for jpegli

jpegli is an improved JPEG encoder/decoder that backports applicable new techniques of JPEG XL to JPEG. This encoder can reduce the size of jpeg's optimized with image_optim at quality 100 level settings, though it requires decoding and then re-encoding with djpegli and cjpegli respectively to produce the result.

worker can be marked lossy, but does it improve over using jpegrecompress?
