Add section headings to API pages

Such as, for example, "Reading and interacting with comments".

Besides helping to make the docs more navigable, this allows for adding general content information beneath headings, if it would be useful for clarification or adding details that apply to the whole section!

Sort of inspired by #46, though this sticks closer to the current structure, which is probably a good idea.
