[StB/DS] Replay FPS adjustments don't work

When setting the FPS for the photogames, the FPS you set the slow or fast replay FPS to has no effect on the game. Holding Shift doesn't slow the game down and Ctrl does nothing in StB and doesn't change the FPS from 120 to whatever you set it to. Vpatch was used.

Check if it works with just vpatch. I'm having the same issue, but speeding up and slowing down the replay with just vpatch doesn't work for me either

(I just realized something: adjusting replay slow and replay fast FPS is ONLY implemented in TH13)

vpatch by itself doesn't slow replays down to begin with in StB and DS. Speed up also only works in DS but that is part of the original unmodified game
