The gerber silkscreen shows vreg ams1117-3.3 which is a common almost generic device but cannot be used "Correct footprint but incorrect pinout. the BOM listed MCP1826S-3302E with the less common pinout. this works please recheck your components against the BOM not blindly follow the silkscreen as i did?.
