All Points UI: order by submit date

Right now, it's not possible to order all points by submit date.

That's mainly because we don't know the submit date :)

One thing you can do is order by the submittedBy or discussion column. Older points (from the era when we still used the mailing list for submitting points) have a blank submittedBy field, newer points (since we switched to edit.tosdr.org for submitting points) have a blank discussion field.

Points submitted after that change ^ will have a timestamp, so we can then sort by that.
