Adding a bash script to reproducibly deploy a staging server at Digital Ocean or elsewhere.

Resuming work on this, using GitPod for the server to run ./scripts/deploy.sh on, to hopefully see how it works with https access.

GitPod comes online with postgres and mailhog running in docker, I'll disable the .gitpod script in this branch to see if it comes from there.
