Incorrect RTL

PDFSam Version 4.1.4, Windows 7, Left-to-Right system

  • File names not shown correctly in "Merge" dialog

  • Table of contents does show Hebrew, but in Left-to-Right way

I am aware of issue https://github.com/torakiki/pdfsam/issues/226, but for some reason fix in version 3.3.1 is not applied now.
