FR: Reload config

Would be cool to be able to refresh topydo (more specifically in columns TUI) to be able to reload the config files so columns are redrawn (eg if I change the global config or columns config files).

I may have a bit of time to work on it in the following weeks if you think it's a valid FR :).

I assume this is directed to, and is waiting for a reply, from @bram85 and/or @mruwek ? I'm not trying to answer for them, but as another user, anything being done to improve the performance of topydo would be welcome. Yes, it is a valid feature request!
