Translate Russian comments

Additional Information (Steps to reproduce/Expected behavior) :

There are many comments in the codebase in Russian, leftover from previous ancestor projects. It would be useful for someone to go in and Google Translate them (or properly translate them if you are so able), and to sanity check the resulting new comment.

I suspect a lot of these comments are obvious in what they're pointing out, and some are probably overkill, and can be removed.

Any ideas on this? My first thought is to add this to the style guide for future core updates. If you touch the function, update the comment?

once upon a time I meant to go replace them all..and then I sorta forgot and who boy its 4 yrs later and I have no free time lol

I brought this up in dsp. A lot of the comments that are still in topaz now don't even match the function they're commenting. I'll look into, I translated a Kamen Rider game using google translate and common sense pretty easily. I'm already researching what everything does, so I can do this while I do that.
