[Bug] Use Cleared Balance for "Record Payment" is not working again

Describe the bug

See #3061 and #3089

The problem was fixed temporarily, but immediately returned... likely due to some subsequent change that YNAB made to the app.

I see this comment from 3 weeks ago where a regression was indicated by another user:

I see the same issue today. I cannot edit any entered values in account transactions. It looks like it changed, but the cleared balance does not update. Clicking clear and then unclear resets the cell back to the old value. Without toolkit enabled, it works as expected. YNAB team should test with Toolkit and stop breaking things.

YNAB team should test with Toolkit and stop breaking things.

The YNAB team didn't "break" things. The YNAB team just changed their internal and private implementation details in a way that Toolkit is no longer able to effectively decorate when it reaches behind the curtain, and the YNAB team is under no obligation to maintain that compatibility. It would be a different matter if YNAB team declared support of a UI API or UI façade API that they allowed browser extensions like Toolkit for YNAB to use.

I understand that. Not only should YNAB "allow browser extensions like Toolkit for YNAB", they should actively support and test their changes against it. Toolkit for YNAB makes their product usable in my opinion. It was Toolkit for YNAB that convinced me to move from YNAB 4 to the YNAB SaaS model. YNAB devs have made an endless series of breaking changes and horrific UI decisions that their customers aren't asking for instead of implementing the excellent features and customizations provided by Toolkit for YNAB. Thank you, than you, a millions times to all of the hard working Toolkit for YNAB devs.

This is still happening on credit card accounts.

The "Use Cleared Balance for Record payment" toggle doesn't seem to do anything.
