Expand support for making links clickable in ban notes

In new modmail, it would be great if more stuff was "linkified". In particular:

  1. "http" links - example: http://redd.it/l9b4wi
  2. /r/subreddit links - examples: /r/toolbox/comments/l9b4wi/, /r/toolbox/comments/l9b4wi, /r/toolbox/comments/l9b4wi/release_v550_witty_wildebeest/glh1yh5/, and /r/toolbox/wiki/index
  3. Links missing the "https://" part, especially for Reddit links - examples: redd.it/l9b4wi, example.com, www.example.com, example.com/stuff.
  4. /u/ mentions - example: u/username or /u/username

Looks like this is (mostly) handled by modmail itself now, except for links with neither http(s):// nor www. at the beginning of the link, which I think is about as much as we'd want to implement anyway. Closing.

Reopend the issue as it is about in ban notes in the sidebar ;)
