Option to skip removal reasons window on remove and only leave reasons via the dedicated button

For subs that don't use removal reasons all the time, but still like having canned messages some of the time, having the RRs box pop up on every removal can be a pain. We already added the ability to skip it by holding shift, but adding an option to always skip it while leaving the "Add removal reason" button accessible could help.

Could work as either a subreddit setting or a personal one. I'm leaning towards using subreddit-wide settings for removal reasons stuff nowadays, but I'm not sure about this one.

Could do both, but it's more complex to implement and can create ambiguity for users. (Which of the two settings takes precedence? Should the one with precedence be able to be set to defer to the other? If so, we have to add "Don't care" options? What if both the user and subreddit are set up to defer to each other?)

We already have this strategy implemented for other removal reasons settings, but I'm not particularly convinced that the way we've got them set up right now is the best way to handle it.
